Healing the Masses - Julie M. Feinsilver

Cuban Health Politics at Home and Abroad.

How has Cuba, a small, developing country, achieved its stunning medical breakthroughs? Hampered by scarce resources and a long-standing U.S. embargo, Cuba has nevertheless managed to create a medical system that provides universal access, comprehensive health education, and advanced technology, even in disintegrating economic conditions. Moreover, Cuba has carried out ambitious and far-reaching medical aid programs abroad, emerging, in Castro's phrase, as a 'world medical power' and a major player in international affairs. In this important new study, Julie Feinsilver explores the Cuban medical phenomenon, probing how a governmental obsession with health has reaped medical and political benefits at home and abroad.
In a world transformed by the fall of communism in Eastern Europe, Cuba's medical pre-eminence has become more precarious. Feinsilver's research and travel in Cuba over many years give her a unique perspective on the challenges of this uncertain time. Healing the Masses is compelling reading for everyone concerned with health policy, international relations, and Cuban and Third World societies.

Julie Feinsilver is a Visiting Researcher at Georgetown University's Center for Latin American Studies in the Edmund A. Walsh School of Foreign. She has conducted research on Cuban medical diplomacy since 1979. Ms. Feinsilver has written numerous articles and book chapters on Cuba dealing with medical diplomacy, biotechnology, non-traditional exports, foreign relations, and the politics of health.
